AUCTION OF THE INTEGRATED ACT “Telemetry, automation, energy saving and leakage control of the water supply networks of the Municipality of Messina” included in the E.P. “TRANSPORT INFRASTRUCTURES, ENVIRONMENT & SUSTAINABLE DEVELOPMENT” 2014 – 2020″, with a budget of €1,821,882.40, provides for:

DEVA MESSINA aims to supply, install and put into operation, an electronic control system for water supply network leaks, with the ability to supervise key supply points/supplies in the wider area of Messina (including the city of Messina), effectively installing a remote control system / remote control and detection of Leaks, in such a way as to enable the control of the entire network of the D.E. municipality’s.

The main purpose is the gathering of information from all Water Supply facilities in a Control Center and their overall processing. In combination with the Water Resources management system and the electronic mapping of the water transport and distribution network, it will lead, through suitable software, to the detection of Leaks, to the immediate global presentation of the reserves, consumption, water balance, the monitoring of water quality and the active reduction of operating costs. Subsequently and through the experience gained in creating a daily plan, the engineers will achieve the optimal operation of the water supply system controlled by the Service. More specifically, this act will implement:

Detailed design of the integrated telemetry and automation system of all aqueducts & water supply networks.

Modernization of all the E/M installations of the wells, propulsion units and tanks, which are not included in the existing telemetry network, in order to implement the leakage control, remote control and their automation. A total of (98) mains installations are included, i.e. (26) Boreholes, (51) Reservoirs – Water Towers, (9) Pumping Stations, (12) Reservoirs with Pumping Stations. Each installation may include more than one type of network head. The category of all these facilities is coded with
characterization of TSE (Local Control Stations) Installation of flow, pressure and level measuring instruments at the exits of the secondary reservoirs of the Municipality’s settlements, for the needs of the Leakage Control System where, in combination with the measuring instruments of the TSE, all produced and available water will be recorded of water for consumption and leaks will be detected (invisible leaks
in pipelines, malfunctioning consumer water meters and illegal connections).
Installation of new instruments and automation systems for the needs of the energy saving system, (reduction of PPC bills through energy meters, pump starters and speed regulators, elimination of idle power, etc.) in the existing installations of the Water Supply network.
Installation and interconnection of the water quality control instruments that are already in operation, or to be installed, at each appropriate network head (mainly reservoirs & boreholes) and their inclusion in the Telemetric quality monitoring system.

Preparation and implementation of an appropriate hydraulic strategic and detailed simulation model and the redesign of new supply and leakage control zones, with the aim of improving the supply of the Municipality with a more rational water supply system.
Installation of a system of Wireless Communication Relays, between TSE and KSE, which will ensure seamless, safe, and without telecommunication fees, the remote control and remote control of all the facilities. The communication study foresees the installation of 6 Repeaters (ANA) in addition to the Wireless communication devices in each TSE.
Installation of a Central Control System (CSC) in Messina, which aims to collect all the data from the local facilities and their overall processing, with the aim of the immediate and global presentation of water balances, the management of the system under a water shortage regime, the analysis of data for management of reserves, strategy formulation, demand forecasting and decision support and water resources operation rules. The category of these facilities is coded with the KSE designation. Also, the overall supervision of the Networks will be possible through Laptop-type Portable Control Stations (PCS). Supply and installation of all the software required for the operation of the System.
Supply and installation of all instruments mentioned in the study (supply, pressure, etc.).
Factory acceptance tests and on-site acceptance tests (field tests).
Task completion and system delivery tests.
Delivery of plans, operation and maintenance manuals (documentation).
Training service personnel in system operations, support and maintenance.

Budget 2,803,226 euros (without VAT).

The project Improvement-Replacement of the External Aqueduct of the former “Reconstruction” Water Supply Association from Barka sources, with a budget of 2,803,226 euros (without VAT), was included in the Recovery Fund.

This is an important water supply project that will contribute to the substantial upgrade of the provided water supply as replacement works are planned for the external network of the former “Reconstruction” water supply link from the springs of Barka (Kourtaki) to Velika with a length of 14.7 km.

More specifically, it concerns the replacement of the external aqueduct of the former “ANASYGROTISI” water supply association, through which the settlements of Kourtaki, Ano Drosia, Drosia, Dara, Neromylos, Karpofora, Dafni, Rizomylos and Velika are watered from the source “Barka” with the preservation of water reservoirs and pumping stations in their current location. The course of the new external water supply network with a total length of 14.7 km will generally follow the course of the existing external water supply network. The new external aqueduct will be located within roads, except for two very small sections, which will be located within a transit zone.

TECHNICAL CHARACTERISTICS OF THE PROJECT

– The new pipes will be made of polyethylene (HDPE) of the 3rd generation (σ80, MRS10, PE100, with a solid wall, according to ELOT EN 12201-2). The test pressure of the main test is set equal to 1.5Pon (nominal working pressure).

– The nominal diameter and nominal operating pressure for each part of the external aqueduct are shown on the drawings.

The purpose of the proposed Act is to improve the management of water resources and the development of the relevant infrastructure in the area, improving both the quality of the water system and the services provided to consumers. The existing network presents serious operational problems (daily breaks) resulting in the suffering of citizens and high costs of restoration. It also poses a serious risk to public health, due to the daily disruption of large sections of the network.

And the expected benefits are environmental, social and economic. Particularly:

Reduction of annual drinking water losses and total consumption, through the timely and effective treatment of losses with the consequent limitation of the burden on the water reserves and water intakes of the area and the rational management of water resources.

Reduction of non-billed drinking water through the reduction of leaks and by extension of wasted water and ensuring water quantities.

Uninterrupted supply of water, which meets the legal quality standards, through a secure network.

SOCIAL PRICES

With the no. 2/2021 ADS of DEYAM, which was approved with the no. 7/2021 ADS of the Municipality of Messini, the company’s new social policy was formulated.

Specifically, a 30% discount on water consumption applies to the main residence for families with many and three children, provided that they have an income of up to €20,000 (as evidenced by the presentation of their latest tax return) and as long as they have minor children (up to 18 years ) or 24 years old who are studying in schools of higher education or in any other school of post-secondary education recognized by the Greek state or 28 years old and are unemployed (as evidenced by the corresponding documents of the Ministry of the Interior – O.A.E.D.).

The same discount applies to PWDs with a disability rate of 67% or more (as evidenced by the medical opinion of the KEPA) provided that they have an income of up to €20,000 (as evidenced by the presentation of their latest tax return) as well as for the needy (as defined by law and proven by the Social Welfare Service).

Beneficiaries must submit the corresponding supporting documents to the service every year. Please provide the required supporting documents for inclusion in the social tariff within 30 days of notification of this.

THE PRESIDENT OF D.E.Y.A.M:

Announces an open electronic tender with the criteria for the award of a Contract being the most economically advantageous offer – based on price, with a total budgeted value of €59,468.75 without 24% VAT, or 74,741.25 with 24% VAT and a delivery time of forty (40) days from signing the contract.

The tender will be conducted electronically on the website www.promitheus.gov.gr of the Greek Institute of Greek Studies, on March 31, 2023, Friday and the deadline for submission of tenders is 13:00.

After the deadline date and time have passed, it is not possible to submit an offer in the System. The electronic unsealing of the tenders will take place on April 6, 2023, Thursday at 10:30 am.

Together with the offer, a participation guarantee must be submitted for an amount corresponding to 2% of the budgeted expenditure, excluding VAT, i.e. an amount of €1,189.38, valid until July 31, 2023 (duration 4 months from end of tender submission) .

The physical object of the subproject, concerns works for the improvement of the infrastructure, of the water supply network, of the Municipality of Messina. Specifically, this subproject consists of:
A : “Replace parts of the Internal High Zone Water Supply Network D.K. Messina »
It concerns the replacement of faulty PVC pipes (daily breaks) of the internal water supply network, in the high zone of L.C. of Messina, so that this network can meet the current and future water needs of the high zone of the city and its operational requirements. Also, the object of the present study is the replacement of the supply pipeline of the coastal zone. This pipeline, as well as the existing pipeline to the coastal zone, will start from the old water tower and will be fed by the underground reservoir. At this stage the section, which is within the city plan, will be replaced. In total, it is foreseen the construction of a network pipeline with a length of 18 km from PE 3IS Generation PN 10 at.
The result will be, to ensure adequate drinking water and in general to improve the operation of the entire internal water supply network of the city of Messina as well as the coastal zone.


TECHNICAL SPECIFICATIONS OF THE PROJECT

  • The new pipes will be made of 3rd generation polyethylene (HDPE) (σ80, MRS10, PE100, with solid wall, according to ELOT EN 12201-2) and nominal operating pressure of 10 atmospheres, The test pressure of the main test is set equal to 1,5Pon (nominal operating pressure).

B : Improvement – Replacement of the External Aqueduct of the former Water Supply Association “Reconstruction” from Barca springs
It concerns the replacement of the external aqueduct of the former Water Supply Association “RECONSTRUCTION”, through which the settlements of Kourtaki, Ano Drosia, Drosia, Dara, Neromylos, Karpofora, Dafni, Rizomylos and Velika with “Velika” of pumping stations in their current location. The course of the new external water supply network with a total length of 15 km will generally follow the course of the existing external water supply network. The new external aqueduct will be located within roads, except for two very small sections, which will be located within the crossing zone.

There is also a serious risk to public health due to the daily interruption of large sections of the network.

• Reduction of the annual losses of drinking water and the total consumption, – through the timely and effective treatment of the losses – consequently the reduction of the burden of the water reserves and water intakes of the area and the rational management of the water resources.
• Reduction of non-billed drinking water by reducing leaks and consequently wasted water and securing water quantities.
• Uninterrupted water supply, which meets the quality standards provided by law, through a secure network.
