The direct assignment with sealed offers, by completing an invoice for the SUPPLY OF CHLORINE FOR THE YEAR 2021.

The budget of the supply amounts to 12,000.00 € plus 6% VAT with the following conditions:

  • The offers will be evaluated on Thursday 03/06/2021 at 13:15 at the offices of DEYAM.
  • Those interested, who wish to submit a written offer, can submit it to the offices of DEYAM, until 03/06/2021 on Thursday at 13:00 (responsible Ms. Kouti Vassiliki).

The physical object of the subproject, concerns works for the improvement of the infrastructure, of the water supply network, of the Municipality of Messina. Specifically, this subproject consists of:
A : “Replace parts of the Internal High Zone Water Supply Network D.K. Messina »
It concerns the replacement of faulty PVC pipes (daily breaks) of the internal water supply network, in the high zone of L.C. of Messina, so that this network can meet the current and future water needs of the high zone of the city and its operational requirements. Also, the object of the present study is the replacement of the supply pipeline of the coastal zone. This pipeline, as well as the existing pipeline to the coastal zone, will start from the old water tower and will be fed by the underground reservoir. At this stage the section, which is within the city plan, will be replaced. In total, it is foreseen the construction of a network pipeline with a length of 18 km from PE 3IS Generation PN 10 at.
The result will be, to ensure adequate drinking water and in general to improve the operation of the entire internal water supply network of the city of Messina as well as the coastal zone.


TECHNICAL SPECIFICATIONS OF THE PROJECT

  • The new pipes will be made of 3rd generation polyethylene (HDPE) (σ80, MRS10, PE100, with solid wall, according to ELOT EN 12201-2) and nominal operating pressure of 10 atmospheres, The test pressure of the main test is set equal to 1,5Pon (nominal operating pressure).

B : Improvement – Replacement of the External Aqueduct of the former Water Supply Association “Reconstruction” from Barca springs
It concerns the replacement of the external aqueduct of the former Water Supply Association “RECONSTRUCTION”, through which the settlements of Kourtaki, Ano Drosia, Drosia, Dara, Neromylos, Karpofora, Dafni, Rizomylos and Velika with “Velika” of pumping stations in their current location. The course of the new external water supply network with a total length of 15 km will generally follow the course of the existing external water supply network. The new external aqueduct will be located within roads, except for two very small sections, which will be located within the crossing zone.


TECHNICAL SPECIFICATIONSOF THE PROJECT

  • The new pipes will be made of 3rd generation polyethylene (HDPE) (σ80, MRS10, PE100, with solid wall, according to ELOT EN 12201-2). The test pressure of the main test is set equal to 1.5Pon (nominal operating pressure).
  • The nominal diameter and the nominal operating pressure for each section of the external aqueduct are shown in the drawings.

The proposed Act aims to improve the management of water resources and the development of relevant infrastructure in the area, improving both the quality of the water supply system and the services provided to consumers. The existing network presents serious operational problems (daily breaks) resulting in inconvenience to citizens and high rehabilitation costs. There is also a serious risk to public health due to the daily interruption of large sections of the network.

The expected benefits are environmental, social and economic. Particularly:
• Reduction of the annual losses of drinking water and the total consumption, – through the timely and effective treatment of the losses – consequently the reduction of the burden of the water reserves and water intakes of the area and the rational management of the water resources.
• Reduction of non-billed drinking water by reducing leaks and consequently wasted water and securing water quantities.
• Uninterrupted water supply, which meets the quality standards provided by law, through a secure network.

The physical object of the proposed act provides for the improvement of energy efficiency, energy saving and installation of intelligent management systems, namely:
• The supply and installation of eighty six (86) pumping units at the Local Control Stations of pumping stations and boreholes of the water supply network
• The supply and installation of eighty six (86) Speed ​​Regulators and Smooth Starters and seventy six (76) Energy Meters at the Local Control Stations of pumping stations and boreholes of the water supply network.
• The supply and installation of I / O cards for the connection of energy meters, Speed ​​Controllers and Smooth Starters with the existing telemetry system
• The supply and installation of Wireless Data Transmission Devices at a Default Portal for the communication of the Local Control Stations with the Central Control Station and the collection of the measured values ​​in a database.
• The supply and installation of energy saving software and intelligent energy management systems
• The upgrade of the Central Control System that has already been installed in DEYA Messina, in order to collect all the new data from the proposed local facilities in order to have a direct and comprehensive presentation of the energy elements of the pumping stations and drillings.


The aim of the system is to save electricity for the operation of the water supply of the Municipality of Messina. The subject of the Contract which is described in detail in the issue of the Technical Specifications and the other contractual issues, includes the following works:
• Detailed Design of the offered integrated system
• Supply and installation of all plumbing, E / M equipment
• Installation of energy management software at the Central Control Station (extension of an existing one)
• Factory acceptance tests and on-site acceptance tests (field tests)
• Tests of completion of the work and delivery of the System
• Operation and support of the system during the test operation
• Delivery of drawings, operation and maintenance manuals (documentation)
• Training of the staff of the Service in the operations, support and maintenance of the System
There will be a test operation of the entire system as well as its smooth and trouble-free operation for a period of two (2) months, from the date of its commissioning and on a twenty-four hour basis, with simultaneous observance of the control, measurement and maintenance programs, which will be delivered. in the Technical Service.

The proposed interventions and actions come to address the problem of energy waste in energy-intensive infrastructure such as the water supply infrastructure of DEYA Messina, through energy savings and reduction of pump consumption.

The validity period of the offers is 6 months from the expiration date of the submission deadline.

The total deadline for the execution of the project is set at Four (4) calendar months and starts from the day of signing the contract. The project is financed by SAE CREDITS 055 with 72,447.79 €. Advance payment will not be granted.
